Dotkliwy brak dyskusji o polityce makroekonomicznej

Konstatuje Alejandro Nadal. I zastanawia się, dlaczego panuje taka powszechna niechęć do niej. O bail-outach i pakietach stymulacyjnych piszą dziś b. doradca ds. ekonomicznych prez. Clintona Robert Reich, merrilovermeter, Norman Bailey i Jim Cramer. Ten ostatni o tak zwanym „niewidzialnym” (stealth) stymulusie. O skomplikowanej sytuacji finansów publicznych USA można przeczytać we wpisie Econbrowsera.

Discussing macroeconomic policies raises awareness about the inner workings of the neo-liberal model and its political economy. Suddenly, the relation between cuts in social expenditures and a primary surplus becomes crystal clear. The rapport between controlling inflation and holding back aggregate demand (all too frequently through repressing real wages) turns out to be self-evident. Pretty soon people are talking about how macroeconomic policy is subordinated to the priorities of financial capital. This morphs the discussion into a political debate, something the establishment dislikes.

What Europe really needs is for Greece to gets its fiscal house in order – full stop.  Once that happens, it might also be a good idea for some of the eurozone’s larger economies to stop trying to run massive current account surpluses that leave their financial institutions saddled with too much savings that they will have to invest abroad and that they would prefer to keep in euros at high yields.  In drug policy, Europeans like to pride themselves on being tougher on the dealer than on the user; they should recognize that for politicians, not just in Greece but everywhere, liquidity is a drug.  Finally, if there is a lesson to be drawn from the debate that has erupted around Greece it is that no country wants to bail out another.  ‚Competitiveness’ is just an excuse for this lack of solidarity; it’s a way of saying that the poor or debt-laden should work harder.

Choć Stany Zjednoczone mają ze swoimi finansami publicznymi nie mniejszy problem niż Grecy, a jak dowodził wczorajszy Barron’s nawet porównywalny, to jednak wciąż kontynuowana jest różnych pakietów stymulacyjnych. Doszło nawet do wykupu szkół,  o czym pisze były doradca ds. ekonomicznych  prez. Clintona Robert Reich.

(…) we now have a quasi permanent stimulus plan that goes on quarter, after quarter, year after year…. and its equivalent to have a permanent Bush level stimulus (using VERY conservative figures). Now obviously in a 6-24 month period it is not the same people who enjoy this stimulus. Some finally are kicked out of their homes, while other new 30+, 90+, 120+ day late borrowers take their place. So it’s a „rolling” stimulus if you will, relatively stable in terms of absolute dollars but rolling from 1 household to another as they go through the stages of default. From anecdotal stories (many of them) it is now taking at minimum 9-12 months to get evicted, and that’s in states without super high foreclosure rates. I read the other day some Florida locations are 2+ years now. So 9, 12, 15, 18 months of not having to make a $1200, $1500, $1800 payment. And it can go longer now if you enroll in the trial modifications offered by government, then redefault. If you are really good at playing the system you might be able to go through two whole default cycles with the trial modification in the middle. 3 years of rent free living? Nirvana.
